CSAM Investigation with S21 LASERi-X

This case study is based on a real experience shared by a law enforcement/investigation agency professional and written in collaboration with Semantics 21. It is presented in a first-person format to reflect the original voice and lived reality of the investigator, with all identifying information removed or adapted in accordance with UK GDPR and safeguarding standards.

Introduction

During the execution of a high-risk warrant, officers seized two smartphones and a laptop from a previously unknown individual. An onsite triage revealed minimal evidence. The suspect had few cloud accounts and no apps of concern — just 6,000 media files on the phone, mostly personal and unlabelled.

Conventional triage tools found nothing illegal. The device was released for a full review at the lab — though expectations were low. The case risked being closed prematurely without new leads.

However, officers believed the individual may be acting as a first-generation producer. There was concern that existing tools — especially those relying on known hash databases — might miss never-before-seen material.

S21 LASERi-X didn’t wait for a match, it flagged what was wrong before anyone else had even seen it.

We loaded the suspect’s phone download from Cellebrite into S21 LASERi-X. Within minutes, offline CSAM detection flagged a cluster of videos. None of them matched anything in existing hash databases, including the S21 Global Alliance Database.

The flagged clips were grainy, poorly lit and appeared low priority at first glance. But with visual enhancements including super resolution, recolour and deblurring, we recovered enough detail to identify the child and the room.

Age recognition placed the child under 10. A name printed on the clothing, picked up using OCR matched a missing persons report. We had an ID.

From Missed to Matched

We used offline CSAM detection to surface unseen material. Visual enhancements made that footage clear enough to act on. OCR found the name. Age recognition confirmed the risk. S21 GAD confirmed it was new — and first-generation.

No database hit. No search result. Just a system that knew something wasn’t right.

Because of that speed, we located and safeguarded the child within hours. A timeline of abuse was compiled and charges were filed for production, possession, and distribution.

What if we hadn’t acted?

Nothing looked out of place. Nothing pinged. But the harm was still there. It doesn’t bear thinking about — how easy it would have been to wrap up the case and a victim still being present. How easily that material could’ve been filed under ‘no further action.’

S21 LASERi-X didn’t need a precedent to recognise a risk. It saw enough to say: look closer.

Because of that, one more child wasn’t left waiting to be found.
